SLCAA Engages SLAA and SUMMA on FNA Expansion

Sierra Leone Civil Aviation Authority (SLCAA) on a ZOOM Video Conference engaged the Sierra Leone Airports Authority (SLAA) and SUMMA Construction Company on technical concerns relating to the extension of the Freetown International Airport (FNA).

While recalling the occasion on the turning of the sod for the expansion of the Freetown International Airport (FNA) with the aim of making aviation a hub in West Africa, the Director-General of SLCAA, Moses Tiffa Baio revealed that the meeting would lay the foundation for the successful implementation of the Airport expansion project.

SLCAA Engages SLAA and SUMMA on FNA Expansion“We noted very well that the government has signed a contract with SUMMA Construction Company for the expansion of FNA. SUMMA has already agreed to comply with the Standards and Recommended Practices (SARPs) of the International Civil Aviation Organization (ICAO) during the expansion of the airport,” DG Baio said.

DG Baio assured of SLCAA’s support for the successful implementation of the project, stressing that investment in Aviation Infrastructure was a key component of safety management in addressing some of the safety deficiencies identified in past ICAO Audits and the Airport Council International-ACI APEX Review Report.

“SLCAA notes very well the economic significant a successful implementation of this project will bring to the aviation industry in Sierra Leone. We want SUMMA to understand the requirements based on the CAA Regulations and the ICAO SARPs which the State will be looking out for in the development of the project so that at the end of the day, this airport when completed will be certified by the CAA,” he concluded.

SLCAA Engages SLAA and SUMMA on FNA ExpansionOn his part, the Deputy General Manager of the Sierra Leone Airport Authority (SLAA), Bobson Kargbo expressed that the airport management was fully aware of SUMMA’s contractual agreement signed with the Government of Sierra Leone and that the project site had been handed over to them.

“During this meeting, I believe we will be able to seek clarification on key technical issues relating to the Certification of the Airport and the expansion project to avoid duplication of resources,” SLAA Deputy General Manager remarked.

He maintained that the airport’s technical team was in full gear to support and provide technical data that was needed by SUMMA for the implementation of this project. He ended by stating the expertise of other service providers at the airport, particularly Westminster Security Services and Sky Handling Partners would be beneficial to the implementation of the expansion project.

On behalf of SUMMA, the Project Manager, Arif Erdem Arikan expressed thanks to SLCAA for organizing such a meeting. He continued that with this meeting they would be able to identify, understand and address all the technical concerns from both sides. Arif Erdem Arikan further inquired about the ICAO Audit Report on the Airport after 2016 and the State’s level of compliance with ICAO in 2020.

Presenting Sierra Leone’s Aviation Safety Audit and the ICAO Coordinated Validation Mission (ICVM), Arnold Bangura, SLCAA’s Safety Manager/National Continuous Monitoring Coordinator (NCMC) revealed the Universal Safety Oversight Audit Programme (USOAP) of the Civil Aviation system of Sierra Leone conducted in 2006 generated an overall Lack of Effective Implementation (LEI) of 85.55% for the eight Critical Elements (CEs) of the State with Effective Implementation (EI) of 14.45%.

On the Technical Concern for the expansion project, Lyat Mason, SLCAA Aerodrome and Ground Aids (AGA) Manager highlighted that Structural Design (design analysis, drawings, maps, charts) of all Airside Infrastructure should be compliant with the provisions of the relevant Sierra Leone Civil Aviation Regulations, Industry Guidance Materials, and the relevant ICAO Design requirements, adding that they were to be provided to the CAA for verification and approval.

Ing. Mason further referenced the CAA Act 2019, Section 100 – “A person shall not establish an aerodrome for public use unless an aerodrome certificate for that aerodrome has been issued by the Authority under this Act,” she ended.

Giving the closing courtesy, the SLCAA Deputy Director General-Technical, Fatu-Maria Wurie Conteh expressed that the meeting with SUMMA was timely and continued that SLCAA would support the project and ensure its successful implementation.

Sierra Leone Establishes Diplomatic Ties With Grenada

Sierra Leone Permanent Representative to the United Nations signed a Joint Communiqué with his counterpart at the Permanent Mission of Grenada to establish diplomatic relations between the two countries on Wednesday 24th February 2021

The signing of the Joint Communiqué by His Excellency Alie Kabba will reinforce and develop mutually beneficial relations and strengthen cooperation between the two countries.

“Guided by the purposes and principles of the Charter of the United Nations, the two states have agreed to establish diplomatic relations in accordance with the provisions of the Vienna Convention on Diplomatic Relations of 18 April 1961,” he said, adding that Sierra Leone’s diplomatic engagement in strategic geographical regions of the world aims at tapping into economic investment opportunities from such regions.

“It is envisioned that the establishment of diplomatic relations with countries in regions like South East Asia, South America and the Caribbean will open new investment windows for the growing economy of Sierra Leone,” said Alie Kabba

Her Excellency Ms Keisha Aniya McGuire, Ambassador Extraordinary and Plenipotentiary and Permanent Representative of Grenada to the United Nations affirmed her country’s commitment to the Joint Communiqué as it will deepen bilateral ties in areas of shared interests as developing countries.

Energy Minister Delivers First Consignment of Concrete Poles for the Moyamba Township

Moyamba Town, Moyamba District, Southern Sierra Leone, Tuesday, February 23, 2021————Sierra Leone’s Minister of Energy, Alhaji Kanja Sesay, has officially returned to Moyamba seven months after he signed the Moyamba Township Electrification Project to deliver the first consignment of concrete poles and to assure residents of the commitment of the New Direction Government to completing the project.

Receiving and welcoming the Minister and his team on behalf of stakeholders and residents, Paramount Chief of Kayamba Chiefdom, Moyamba District, PC Foday Momoh Gulama, said the people of Moyamba were honoured to play host to the Minister and his team, especially on such a historic occasion. He said they were appreciative of the efforts of President Julius Maada Bio to transform Moyamba and to connect the town to the national grid.

Speaking at the handing over ceremony, the Minister of Energy, Alhaji Kanja Sesay, said that he had a soft spot for Moyamba, adding that it was always a pleasure for him to visit the district. He said he was in Moyamba to fulfil the campaign promises of President Julius Maada Bio, noting that on one of the President’s campaign visits, stakeholders had drawn his attention to the fact that Moyamba had gone for over forty years without electricity.

Alhaji Kanja Sesay said that he inherited a sector that was in a very bad state or shape. He described energy as capital intensive, stressing that it was always going to be difficult for the government to urgently address electricity concerns. Mr. Sesay however said that the seven townships electrification project was unique principally because it was a project that was exclusively funded by the Government of Sierra Leone.

The Minister of Energy went on to say that he was in Moyamba to deliver the first consignment of concrete poles for the process of erection to start, with the design and excavation stages having been already completed. He said Moyamba was lucky because the World Bank had assured the Ministry of Energy that they were interested in the generation component of the project.

Member of Parliament for Constituency 096, Moyamba district, Hon. Samuel Fefegula, said he was pleased to witness the ceremony. He highlighted the strategic and historical importance of Moyamba, adding that there were mini-grids in the district and assured that the electrification of the town would trigger an economic boom in the district.

Project Manager for ABBI Associates, Senthil Kumaran, who spoke on behalf of the company doing the work, catalogued the components of the project and informed that they had been working on the project for the past one month. He said erection would soon start and assured that work on the substations would equally commence in the next couple of weeks.

The delegation from the Ministry of Energy included but not limited to the Deputy Minister of Energy, the Permanent Secretary in the Ministry, and the Director General and the Deputy Director General-EDSA.

The Moyamba District Council Chairman, Joseph Mboga and Madam Kadie Lassayo also spoke at the ceremony.

The Anti-Corruption Commission (ACC) is pleased to inform the general public that, the United States Department of State has, in its inaugural ‘INTERNATIONAL ANTI-CORRUPTION CHAMPION AWARDS’ on Tuesday 23rd February, 2021, announced and recognised Commissioner Francis Ben Kaifala Esq., as “International Anti-Corruption Champion 2020” for his “outstanding commitment to the prevention, exposure, and combating of corruption as Commissioner of Sierra Leone’s Anti-Corruption Commission”. This honour was bestowed upon the former worthy Fulbright Scholar at a ceremony organized for that purpose by the Charge D’Affaires and the team at the US Embassy in Freetown.

THE UNITED STATES GOVERNMENT RECOGNISES FRANCIS BEN KAIFALA AS “INTERNATIONAL ANTI-CORRUPTION CHAMPION 2020In assessing this distinct honour, the United States Department of State Bureau of International Narcotics and Law Enforcement Affairs took into consideration the remarkable work and achievements of the ACC since Mr. Kaifala’s appointment by His Excellency, President Brig. (Rtd.) Dr. Julius Maada Bio in June 2018, to lead the fight against corruption in comparison to all other anti-graft campaigners in the World.

The Department specifically highlighted the Commission’s achievements in fairly fighting corruption by holding the past government officials accountable while also taking robust action to address corruption in the current government that appointed him and equally holding them accountable. It highlighted the impressive array of cases investigated and prosecuted, the very high convictions secured, interventions to address systems weaknesses in Ministries, Departments and Agencies of Government, which resulted in the protection of public revenues and improved service delivery and the huge unprecedented public funds recovered in less than two years – more specifically in 2020.

It also notes the massive progress the country continues to make in respected International indexes, like Transparency International, Afrobarometer, Millennium Challenge Corporation; and also, the reduction in the cases of bribery and corruption in the country, as recorded by credible local Non-governmental organizations, like the Public Financial Management Consortium and Institute for Governance Reform.

Reacting to the news of the Award, the ACC Commissioner thanked the US Government, particularly the US Embassy in Sierra Leone for the recognition, adding that “When a credible institution like the US Department of State recognises you for the work you do as Head of an Anti-graft Agency, you can only payback by continuing to put more robust efforts into the campaign in an impartial, fair and fearless manner”. He also expressed thanks and appreciation to the Government and people of Sierra Leone, especially President Bio, for the confidence reposed on him to lead the country’s anti-corruption efforts adding that the honour was for his staff and the people of Sierra Leone.

The public may recall that, this outstanding recognition comes in less than one month when Commissioner Kaifala was elected member of the Africa Union Advisory Board on Corruption, with overwhelming majority due to his strong leadership and achievements in the fight against corruption in Sierra Leone, which is positively impacting the African continent.

Outgoing US Ambassador Takes Leave of Sierra Leone’s President Julius Maada Bio

Presidential Lodge, Freetown, Thursday 18 February 2021 – Outgoing United States Ambassador, Maria Brewer, has ended her second tour of 3 years in Freetown and bade farewell to His Excellency President Dr Julius Maada Bio at the Presidential Lodge, where she recalled fond memories of her stay, expressed love for Sierra Leone and conveyed her respect for the president.

“His Excellency, this is to mark the end of my tour of 3 years. I am sorry to leave but I have to, having contributed in my own way to the country. Thank you for all that you have done and I will be in touch,” Madam Brewer said.

The President thanked the US Ambassador and said she was going with fond memories of her stay during her two tours of Sierra Leone, adding that she had a better story to tell having served during the war period and when the country was transitioning.

“You have been part of both histories of the war and in of peacetime in the country. We are very pleased that we have a renewed interest in the African Union by the US government. You have made friends in and out of government because it is not often that you find a diplomat who drills deep down and is part of the grassroots,” President Bio said.

He added that Ambassador Brewer had also strengthened the government’s relationship with the US government and supported the country in many ways, including sensitising and helping during the Ebola and COVID-19 pandemics.

“You have done very well, but securing the Compact deal with Millennium Challenge Corporation, MCC, was the climax of your efforts. Today, we have been recognised because of the MCC win, and that signal is sent to the whole world about a country that is rising again,” he said, adding that it was not only about the money but also about the confidence it would build in investors.

The brief ceremony also saw the exchange of gifts between President Julius Maada Bio and Ambassador Maria Brewer, some of which included gift bags full of picture books from Indiana, USA and frames with historic images like the only remaining photo of Bai Bureh of 1898 Hut Tax War fame.

APC STAKEHOLDERS CALL FOR CLARITY ON FLAG BEARER ELECTORAL PROCESS

The news that streamed in from several quarters last week that the matter between the National Reformation Movement (NRM) and the APC party leadership has ended with the withdrawal of the extant legal action only told half of the story. The other half has now been disclosed to wit, in a letter purported to have come from the PPRC, the APC leadership are being admonished that the Party Secretariat’s attempt to call up a convention in February 2021 is ipso facto in contravention of an injunctive order under which the Party subsists at the moment and that such action or any act to proceed with Party activities or otherwise act on decisions that come from such Party activities including meetings of the Party’s organs like NAC, Regional Executives etc are wrong and unlawful, and therefore can be determined to be ultra vires, null and void.

The APC Secretariat is claiming that the end of hostilities are near, given that two out of the three protagonists who brought the so called NRM matter to the Courts are now signatory to a Memorandum of Understanding to resolve the issues internally and that in keeping with their good faith, have already issued a motion to withdraw the matter from the Courts. While it may seem a fait accompli that such a matter is now dead, in the eyes of the law, the civil procedure rules mandate that all parties to the matter should also be parties to any such decisions to withdraw such matters and as such, while the two signatories or persons who have now withdrawn their claims are legitimate in so doing, the rules allow for the remaining party to move on regardless and as such, the matter is still alive and unless an order from the Court is issued to remove the restrictions on the APC Party as being onerous, the injunctive relief originally sought is still in force and cannot be dismantled by the action so far taken to withdraw interest on the matter by two out of the three litigants.

This matter of the court case with the NRM irrevocably goes to the heart of the flag bearer issue and the rules of procedures for choosing the next person to hold that position for the Party. One of the leading contestants for that position Dr Samura Mathew Wilson Kamara, the erstwhile flag bearer for the 2018 Presidential elections, has now called for an open and fair electoral process for all cadres of the Party’s representative echelons and further for a clear and straightforward timetable for the election of the next flag bearer for the Party. Dr Samura Kamara who has served at least three Heads of States, is an experienced public finance administrator and diplomat. He has served as Financial Secretary, Minister of Finance and Minister of Foreign Affairs during some of the most critical periods of the country’s past and turbulent history. He is well respected within the diplomatic, finance and development fields having nurtured close and functional working relationships with many of the top administrators and public functionaries in the international development and finance communities.

Other Party stakeholders have joined this call, starting with the so-called “Big Six,” a new group of former flag bearers and senior party activists, all of whom at one time or the other, served as Cabinet Ministers of the previous APC government led by Dr Ernest Bai Koroma. Suffice it to say that while all of those contending against the erstwhile flag bearer have served with him at Cabinet, some readily acknowledge that they have enjoyed a beneficial and productive working relationship, yet the road to a unity candidate is yet to be found or charted.

The APC Party also has to come to terms with the prospect of another challenger for the flagbearer in the person of Chief Samuel Samsumana, who was sacked unceremoniously as Vice President, kicked out of the Party for anti-party activities and who then went on to form a Kono District based political party called Coalition for Change (C4C) which he headed in the East of Sierra Leone, and to which party early all of the Kono Parliamentary seats went. As events unfolded after the elections, Alhaji Chief Samuel Samsumana has now expressed a desire to return back to the fold of the All Peoples Congress party, has relinquished his position as Leader of the C4C and jettisoned his membership of that party but is yet to be allowed back in as a full card carrying member of the APC.

What many observers see in the return of Alhaji Chief Samuel Samsumana to the APC is a deliberate attempt to muddy the waters and as such, his hovering is expected to do more harm than good. While many of his former colleagues in the C4C have refused to accompany him on his return to the APC, the continued existence of the C4C would not even split the vote in Kono but given the mindset of the Kono people to sway fully behind the SLPP whether Samsumana is given the APC flag or not. As a senior political party researcher puts it, the APC would be dammed if they give the flag to Sasumana as many of their supporters will walk away from the party, and dammed if they don’t give him the flag because the Kono will be made to feel twice shy by such a decision, based on the assurances they are currently receiving that their man does stand a chance of getting it. Either way, political pundits put Samsumana’s chances at best to be very slim, since he is still not even a fully fledged member of the APC and it is very unlikely that if accepted as a member, his membership will be retroactive or continuous. In the event, if there is a time period qualification criteria for flag bearers to determine time served, his absence from the Party would count against him, and thus end his chances of becoming the Party’s Presidential candidate for 2023.

Other contenders gearing up for the coveted flag include the grandson of the Party’s first President and longest serving leader, Dr Siaka Probyn Stevens, the man many acknowledge as being the doyen of the Party. The critical issue for now is that there are no established guidelines for electing a flag bearer that the aspirants thus far can work on. The Party’s representative cadres are in abeyance due to the Court case ad from all its structures, there are no guarantees of who would remain to hold delegate status as Party functionaries since the previous executives and elected officials have all expired or lapsed due to the exigency of time. In what is seen as an open and clear call for transparency and fairness, influential stakeholders are now backing the call for the Secretariat to publish a draft criteria and voting procedures together with a period for delivery annotated by number of days, weeks and months apart rather than a fully dated timetable that may run contrary to the Court injunction or otherwise have to be cancelled if all the legal niceties are not put in place in time to meet such a time table.

What is clear is that the party in government, the SLPP, seem to have lost the ability to govern, lost the confidence of the people and damaged the trust that fair minded Sierra Leoneans reposed on them when they first took over the reins of power in 2018, hence many believe they have also lost the coming elections in 2023 due to the public disaffection and low approval ratings they now command.

However, as one senior Party member asked, even if the SLPP has lost this coming elections, are the APC party functionaries ready to win it?

The Deputy Minister of Agriculture and Forestry, SamKing Brima has said that the Regional Rice Value Chain Project (RRVCP) will aptly work with the private sector in the Project locations to support the farmers in increasing rice production and productivity.
Minister Brima was speaking on Saturday 20th February during the second National Steering Committee meeting of the Sierra Leone Regional Rice Value Chain Project in the Ministry of Agriculture and Forestry.

“The project steering committee is generally required to provide oversight, direction, oversight, support and advice for the successful implementation of the project. It approves the annual work plan and budget including the procurement plan,” he disclosed.

RRVCP HOLDS NSC MEETINGHe noted that the private sector has a critical role to play in the implementation of the project especially with the introduction of the policy shift by the ministry this will help leverage the growth of the private sector in the agriculture industry.

Commending the National Steering Committee members for their attendance, he noted that their contribution and guidance is integral for the successful implementation of the project, adding that the project has the potential to significantly contribute to rice production through smallholder farmers in the country considering the project locations of Mambolo\Samu and Bum chiefdoms.

He disclosed that the $34.12million is jointly funded by the Government of Sierra Leone, the Islamic Development Bank and Arab Bank for Economic Development in Africa (BADEA) and Sierra Leone is among the first 5 participating countries in West Africa sub-region over a five-year period.

Giving an overview about the project objectives, the Project Coordinator of the Regional Rice Value Chain Project, Abdulai Bun Wai reiterated that they are going to support and trained the 7000 farmers, 5000 in (Bonthe) and 2000 in Mambolo/Samu chiefdoms of (Kambia) on mechanized rice production through the agribusiness companies identified in the project locations.

RRVCP HOLDS NSC MEETINGMr. Wai noted that they will take along the different value chain players for successful implementation of the project and Africa Rice is going to bring certified seeds, fertilizers including agrochemicals to support the farmers. He added that during the inception workshop the project divided the implement into five segments from seeds and inputs, production, processing, marketing and access to finance.

“The project is going to support the Sierra Leone Agricultural Research Institute (SLARI), Seed Multiplication Program (SMP) and Sierra Leone Seed Certification Agency (SLeSCA) to ensure that their capacity is built for efficiency. Africa Rice will bring breeder and Foundation seeds for the various institutions to multiple for the following year with a strong sense that the country will not import seeds again,” he noted.
He informed his gathering that the project will support the farmers to have access to finance, reconstruct the Tormabum processing mill, construction of dry floors and construction markets in the project locations to create more linkages.

The various speakers at the meeting made salient contributions towards the successful implementation of the project and called on the project coordinating unit to be proactive to ensure the project objectives are meant to reduce the huge importation of rice in the country.

The meeting brought together various line ministries and other partners in the agriculture sector to approve the annual work plan and budget including the procurement plan.

Sulima, Pujehun District, Southern Province, Saturday 20 February, 2021.
President Julius Maada Bio together with the Minister of Tourism and Cultural Affairs, Dr. Memunatu Pratt has over the weekend conducted a tour to Sulima, showcasing the beauty of Sulima beach and declaring it a tourism development destination.

Sulima is a coastal town in the South of Sierra Leone that borders Sierra Leone and Liberia by sea. It is known for its natural endowments, segmented ports for fishing and over 40 kilometers of beach layout. Last year, the Ministry of Tourism and Cultural Affairs with support from UNDP trained women of Sulima on entrepreneurship development skills for alternative livelihood enhancement, for which the Minister was pleased to see a display of Handicrafts by Sulima women.

Tourism Minister Showcases Sulima BeachIn her statement, the Tourism Minister, Dr. Memunatu Pratt told the President that just after her appointment as Minister in 2018, she undertook a general study of tourism development in Sierra Leone and found out that Sulima has huge tourism potential because of its over 40 kilometers of beach and very rich culture, that if developed will create jobs and improve the lives of the people of Sulima. She stated that the Ministry interviewed people of Sulima and realized that even though they are engaged in fishing, they need alternative livelihood to grow their lives, and it was against that backdrop that the Ministry with support from UNDP conducted a series of skills training for women, and the Ministry is also trying to incorporate women of Sulima into the MUNAFA Micro Enterprise Programme that was recently launched by President Bio.

Tourism Minister Showcases Sulima BeachShe maintained that the purpose of the visit was to survey Sulima 40 kilometers beach to ascertain its shape and design in order to have a tourism development plan for Sulima, noting that the beach is strategically located very close to Liberia, supported by the rich island that is good for investment. She assured the president that with tourism as one of the key areas to transforming the economy, Sulima presents a very big opportunity because it is a virgin area and that the Ministry’s intervention in Sulima will become prosperous by using tourism to eliminate poverty in Sierra Leone.

Tourism Minister Showcases Sulima BeachAddressing the people of Sulima, President Bio assured that government wants to make Sulima a center for tourism, where people will be coming from Freetown and even abroad to spend quality time. To achieve that, he called on the people of Sulima to play a good host to tourists, because for tourism to thrive, the community has a pivotal role to play, he stated. He commended the women for the display of handicrafts and encouraged them to have an attitude that will attract tourists. The president reminded the people of Sulima that they are part of Sierra Leone and that development will reach them.

Surveying the Sulima 40 kilometers beach, President Bio said the visit is to showcase Sulima beach, inviting all Sierra Leonean to enjoy the beauty of the country. He notes that he is impressed with the beach that is why the government is promoting local tourism.

Sierra Leone’s Vice President, Dr. Mohamed Juldeh Jalloh has on Monday 22nd February 2021 returned home after spending a month-long leave in the sub-region.

The erudite and energetic VP will resume work on Tuesday, February 23 2021.

In a brief chat with this reporter, the charismatic VP averred that he is very happy to return home. “My main focus now is to serve my country and to ensure my boss, His Excellency the President Rtd. Brig. Julius Maada Bio New Direction government succeed”, he ended.

VP Juldeh Jalloh was welcomed by the Paramount Chief of Lokomasa Chiefdom, Traditional Leaders and a host of support groups and well-wishers.
